for Advancement on the Teachers' Salary Schedule
Credit for college courses for the advancement on the teachers' salary schedule
will be subject to approval as stipulated in the negotiated contract between the
DEA and the District.
Appropriate documentation must be provided to the Director of Human Resource
Services.

Application

Filing:
Applicants for any position must file a completed
application with the superintendent or superintendent designee. This application
becomes a part of the employee's personnel record if the applicant is employed.
Applications from currently contracted staff are to be acknowledged, and
unsuccessful candidates are to be notified in writing when a vacancy no longer
exists.

Personal Interviews: A personal interview with an applicant
is exceedingly important and valuable to the applicant and to the school
system. Applicants are requested to appear for an interview by appointment
after applications and credentials have been filed with the Superintendent
or superintendent's designee. Applicants for teaching positions shall be
interviewed, whenever possible, by the heads of the departments
involved, curriculum specialists, and by the building principals and/or the
Superintendent or superintendent's designee. The final decision for hiring
shall be made by the Superintendent, who will consider the recommendations
of the building principal and the Director of Human Resources.

Processing Applications: The
Superintendent or superintendent's designee is responsible for assembling the various documents and reports
used in judging the qualifications of applicants. These documents may, depending
on the position for which application is being made, include any or all of
the following as they may be pertinent:

A complete application form.

Credentials (official papers from placement bureaus.)

Written reference reports.

Memoranda on telephone references.

Interview sheet reports.

Written statement of applicants.

Procedure for Recruitment
-
Whenever vacancies or new openings exist or are
anticipated which cannot be filled by existing staff, new teachers shall be
actively recruited.
-
General Principles of Recruitment:
-
Recruitment of the professional staff of the District
shall be the responsibility of the Superintendent or superintendent's
designee.
-
In the discharge of this responsibility, the Superintendent shall consult
and use the services of other administrators, supervisory staff members,
and faculty knowledgeable of the specific vacancy for which candidates are
being recruited.
-
A notice of vacancy or opening shall include, but not be limited to,
a description of the position, the educational and professional prerequisites,
the location, and level of the position.
-
Written recommendations of administrators, supervisory staff members
, and faculty shall be considered by the Superintendent.
-
The District will comply with all federal and state
statutes that regulate the recruitment of personnel.

Orientation Program
New teachers who are hired before the beginning of the school year are required
to attend orientation meetings prior to the beginning of the contract year. New
teachers will be notified of this requirement at the time a contract is offered.

Teacher assignment and transfer shall be conducted in accordance with
the negotiated Master Contract and Board policy.

Appointment
The Board will make appointments
only upon the recommendation of the Superintendent or by persons delegated
by the Superintendent. The administration (Human Resources Office)
shall assist out-of-state appointees in obtaining valid Iowa certification.
Basic Qualifications of Applicants:
Each applicant must be qualified for the position according to the
requirements established by the Board and the Iowa State Department of
Education. all hiring practices will comply with applicable federal, state, and
local statutes governing employment.

Release from a contract shall be dependent upon the ability of the Board
to secure a suitable replacement. No release should be expected on less than
a 30-day notice.

Professional Growth
All instructional personnel will comply with licensing requirements established
by the Board of Educational Examiners. The administration may require a staff
member to enroll in specific credit courses to fill certain academic or
professional voids so the staff member may achieve preparation standards which
are mandated by curriculum revisions or applicable accreditation standards.

Guest Teachers
Appointment
Guest teachers are employed on a day-to-day basis by appointment
through the Office of the Director of Human Resources.
Guest teachers must hold a currently valid Iowa teaching certificate
which must be recorded in the office of the Director of Human Resources before
salary is paid.
Guest teachers are required to have a physical examination upon initial
employment with the Distrit.
Salary and Benefits for Substitute Teachers

The guest teacher orientation at the beginning of each school
year shall include a workshop that shall be planned by the administration.
A handbook with guest teacher guidelines shall be furnished to all guest
teachers
at the meeting. The guest teachers shall attend this orientation without pay.

Guest teachers will be provided with up-to-date lesson
plans, seating charts, supplies, textbooks, tests, and pertinent information
concerning special duties or special student problems for guest teachers.

Guest teachers shall be paid a per diem salary in
accordance with the amount stated in the current Guest Teacher Handbook.

Student Teachers
The District cooperates with colleges and
universities in providing an opportunity for students to teach under the
supervision of the regularly assigned teachers.
Assignments are based on a number of factors, including recognition of
teaching ability, professional background, the supervising teacher's schedule,
school proximity to the university; and, in certain instances, availability
of good transportation. Assignments must be approved by the building
principal.
Student teachers should be assigned so as to be on duty the full school
day. A meeting of cooperating teachers and a representative of the college
should be held preceding the start of the student teaching experience. A
cooperating teacher has the right to accept or reject a student teacher.
The student teaching assignment must coincide with the local school calendar.
Compensation received from the college or university shall be
paid to the supervising teacher.

Tutoring
Teachers may accept private tutoring jobs for payment provided the tutoring is
not required as a condition of successful class participation and is entered
into voluntarily by the parent and student. Paid tutoring work shall not be done
during the contracted hours of the teacher or on District property.

Academic Freedom
Academic freedom shall mean teachers have the right and responsibility to
present instructional materials which are pertinent to the curriculum philosophy
and objectives. Teachers need to stay within the outlines of appropriate course
content and within the defined curriculum which has been approved for the class.
Teachers should inform their immediate supervisor or building principal of
potentially controversial issues that may arise in the class.
